The Division of Finance and Business Services Organizational Structure
Leading the Division of Finance and Business Services is John W. Crawford ’93, CPA, vice president for finance and business services and Chief Financial Officer.
Jeff Burton, serves as vice president and deputy CFO. In this role, he is our connection to the academic, research, and enrollment functions of the university by maintaining ties to the provost, Faculty Affairs, and the colleges/schools as he oversees the following associate and assistant vice presidents.
- Annette Shenkir – associate vice president for Academic and Research Business Services oversees Academic Accounting and Business Services (AABS) (previously known as Academic Affairs Business Services), Research Enterprise Business Services (REBS), and the financial functions of the Libraries.
- Delisa Falks - assistant vice president for Enrollment Services is responsible for the Scholarships and Financial Aid Office which manages all of the university’s financial aid programs and scholarship processes as well as the Aggie One Stop, our student-facing service center for all enrollment needs.
- Venesa Heidick - assistant vice president and Registrar is responsible for overseeing the Office of the Registrar which manages the registration process, enrollment reporting, classroom scheduling, and academic records as well as the university commencement ceremonies.
- Mary Kalafatis - assistant vice president for Gift Oversight, a newly established position recommended by Working Group #29, oversees a centralized system for shared oversight of endowment-funded expenditures and stewardship-related activities across the university.
- Michelle Mitchell - assistant vice president for Faculty Affairs and Analytics is responsible for overseeing the financial functions of Faculty Affairs and the department of Academic and Business Performance Analytics, formerly known as Data and Research Services. Academic and Business Performance Analytics will play an important role in establishing a performance analytics culture.
In addition, Joe Pettibon will now oversee the assistant deans for Finance from these schools and colleges:

- Joe Dillard with the Bush School of Government and Public Service
- Jill M. Hobbs '06 with the School of Education and Human Development

- Flor Montelongo with the School of Engineering Medicine
- Rosalie Nickles with Texas A&M University at Qatar
- Chris Novosad with the School of Architecture
- Yolanda D. Veals with the School of Veterinary Medicine and Biomedical Sciences
This is not an exhaustive list of the assistant deans for Finance. It doesn’t include the Agriculture and Life Sciences, Engineering, or Health Science Center assistant deans. The Chief Financial Officers (CFO) from Agrilife, Texas A&M Engineering Experiment Station (TEES), and the Health Science Center now have dotted lines to John Crawford. The respective assistant deans for Finance of these colleges and schools report directly to their respective CFO, but continue to participate in the Academic Business Officers Committee (ABOC). The CFOs from Texas A&M University at Galveston and Athletics also have dotted lines to John Crawford. These individuals are:

- Garry Castellanos – Assistant Dean with the Rangel School of Pharmacy
- Shirley Davidson – Associate Dean with the School of Nursing
- Rebecca Gay – Assistant Dean with the School of Medicine
- Susan Lee - CFO of Texas A&M University at Galveston
- Jeff Toole - CFO for Athletics
Shane Hinckley, vice president for Brand and Business Development, oversees all licensing and brand development and manages campus-wide partnerships. He will have a dotted line relationship with Marketing and Communications and Athletics to continue the management and generation of new resources within the scope of his unit. His team will provide services related to the use of Texas A&M’s intellectual property across multiple units, divisions, and our affiliate partners.
Dean Endler, assistant vice president for Purchasing, Contracts, and Logistics and university contracts officer oversees Contract Administration, Logistics Services, Procurement Services, and the Historically Underutilized Business (HUB) Program.
John McCall, associate vice president for Accounting and Financial Services and Controller oversees Departmental Accounting Services, Financial Management Operations, Student Business Services, and University Accounting Services.
Deborah Wright, associate vice president for Budget and Planning oversees the coordination of the annual operating budget; the biennial preparation of the Legislative Appropriation Request; the submission of mandated federal, state, and university system reports; and the development and oversight of the capital plan.
Cari Tawney, assistant vice president for Student Affairs Finance oversees the financial and business services supporting the Division of Student Affairs. In addition to the administrative, auxiliary, and student service departments within Student Affairs, her team manages the Box Office and the Student Organization Finance Center.
Jessica Kilby, assistant vice president for Operations Finance. She oversees the financial and business services for Transportation Services; Facilities and Energy Services; Human Resources and Organizational Development; Innovation Partners; Risk, Ethics, and Compliance; Environmental Health and Safety; Technology Services (previously IT); and the University Police Department.
Through a unique partnership between Texas A&M University and the George and Barbara Bush Foundation, Max Angerholzer, chief executive officer of the George and Barbara Bush Foundation, reports through the Division of Finance and Business Services. The Bush Foundation aims to preserve the historic legacies of President and Mrs. Bush primarily by supporting and promoting education and service-oriented programs at the George H.W. Bush Presidential Library and Museum and the Bush School of Government and Public Service at Texas A&M University.
Sarah Curylo serves as the executive assistant to the CFO.
