Fees Affecting New and Certain Returning Students Beginning Fall 2002

In addition to other fee changes, the Board of Regents, at their March 2002 meeting, approved two new fees and increased two existing fees that will affect only new students as defined below:

Who:

New students enrolling at Texas A&M for the first time after spring 2002 or, students who have previously received a degree and have enrolled in a program at a new degree or program level for the first time after spring 2002.

How Much:

The combined total for the new fees is $30.00 per semester credit hour.

When:

These fees will be assessed beginning the fall semester of 2002.

FAQ's

Do all new graduate students pay the enhancement fees?
Yes. All new students enrolling for the first time after spring 2002 pay the enhancement fees beginning in fall 2002.

I was a student at Texas A&M University in a previous year but am not currently enrolled. If I am readmitted, do I have to pay the enhancement fees?
Students readmitted at the same degree level (bachelor, master, professional, Ph.D.) of their prior studies do not pay the enhancement fees. Students admitted to a different degree or program level do pay the enhancement fee.

I will be a new student in fall 2002. If I take courses at Texas A&M University in summer 2002, do I have to pay the enhancement fees in the fall?
Yes, the enhancement fees will be assessed for the first time in fall 2002 to all new students enrolling for the first time after spring 2002.

I am currently a student at Texas A&M University at Galveston but am transferring to Texas A&M University in fall 2002. Do I have to pay the enhancement fees?
No. If you were a student at Texas A&M University-Galveston prior to the 2002 summer term, you will not pay the new fee.

Do the enhancement fees apply to Texas A&M University students taking courses taken by distance education?
Yes. The enhancement fees are assessed regardless of course format.

I am a student enrolled in spring 2002 and plan to graduate in the future. If I change majors before graduating, will I have to pay the enhancement fees?
No. A change of major at the same degree level does not cause the enhancement fees to be assessed.

I am graduating from Texas A&M University in May or August 2002 with a bachelor's degree and will later start a master's, doctoral, or professional degree program at Texas A&M University. Will I have to pay the enhancement fees?
Yes. Since you will have previously received a degree and are enrolling in a program at a new degree level after spring 2002, the enhancement fees will be assessed beginning fall 2002.

I am graduating from Texas A&M University in May 2002 with a bachelor's degree and will start a second bachelor's degree program at Texas A&M University in fall 2002. Will I have to pay the enhancement fees?
No. Since you are not changing degree levels, the enhancement fees will not be assessed.

Not if you are continuing in the same academic program. Otherwise, yes.

I am graduating from Texas A&M University in May 2002 with a Ph.D. degree and will start a second Ph.D. program at Texas A&M University in fall 2002. Will I have to pay the enhancement fees?

I was admitted to the Blinn TEAM program in summer/fall 2001 and have been taking courses at Texas A&M University. If I earn undergraduate transfer admission to Texas A&M University, will I have to pay the enhancement fees?

Will new Veterinary Medicine professional students be required to pay the enhancement fees?
Yes.

I will be a new student after spring 2002, but will not be a full-time student. Will I have to pay the enhancement fees?
Yes. The enhancement fees are assessed per semester credit hour.

I am a Texas A&M University employee and will be taking classes at Texas A&M University for the first time after spring 2002. Will I be assessed the enhancement fees?
Yes. Employment status does not affect the assessment of the fee.

My IPA-66 or I-20 were issued with the old cost estimates listed on them. Do I need to get a new visa document (I-20/IAP-55) from Texas A&M?
No. Texas A&M and the U.S. government do not require you to obtain a new I-20 or IAP-66 just to show the change in cost to attend the University. Students who need proof that the cost of attendance has increased because of regulations in their own countries may contact International Student Services to obtain additional information. However, you need to be sure that you have access to enough money to cover the additional cost of attendance. I have my visa appointment at the Consulate soon. Do I need a new visa document from Texas A&M University?
If you already have a visa document issued by Texas A&M University, you do not need a new one. Use the I-20 or IAP-66 you have been given to obtain the visa stamp. If you are beginning a new academic program, and you do not have an I-20 or IAP-66 for the new academic program, you need to have one showing that you have been admitted to the new academic program.

The new enhancement fees increase the cost of my education. Whom do I contact to discuss how this might change my financial aid?
Please call (979) 845-3236 and state that you are calling about the enhancement fee and how it will affect your financial aid package.

Why does the fee only apply to new students and is not evenly distributed between current and new students?
During the development process for the new fees, charging all students was a serious consideration. However, the University was concerned about the impact of assessing the new fee to students who are already committed to, and have time and money invested in their program. On the other hand, new students, and students who are returning for a higher degree or at a different level, have an opportunity to make their decision regarding beginning, or returning for a higher degree or different level, with full knowledge of the new charges.

How can I be sure this much of an increase will not happen in the future if my student begins his/her college career at A&M as a new student in the Fall of 2002?
The impact of fee increases on all students, both current and prospective, is always a concern and is taken into account when fee increases are considered. Although the future may cause us to rethink our position, at the current time we anticipate no single one-time university-wide fee increase of this magnitude in the next four years. Texas A&M University provides excellence in higher education and seeks multiple sources of funding to do so. By a combination of cost savings and private and state funding we have kept our tuition and fees at reasonable levels while providing excellent educational opportunity.

Enhancement Fees—Requests for Exemption

Who pays the Enhancement Fees, instituted for assessment in Fall Semester 2002 and thereafter?
1. New students enrolling at Texas A&M for the first time after spring 2002 or,
2. Students who have previously received a degree and have enrolled in a program at a new degree or program level for the first time after spring 2002

What are grounds for exemption from the enhancement fee?
That the university has incorrectly classified the student according to the criteria above.

What is the procedure for requesting exemptions?
Requests for exemption can be made by individual students, or deans can make requests on behalf of programs.

An individual student may request an exemption to the fee by submitting a written request to the Office of the Executive Vice President and Provost through the student's dean's office.

A dean may request an exemption for groups of students enrolled in an academic program under the dean's purview. The written request should be submitted to the Office of the Executive Vice President and Provost.

For all requests, the Provost will consult as appropriate with the appropriate body, AOC or GC/GOC, through the chair of the respective group. The provost will notify the dean, the student(s), the executive director of Student Financial Aid, the registrar, and the executive director of Student Business Services of the decision. If the student is an international student, the Office of International Student Services will be notified. Requests for exemption normally must be submitted to the Executive Vice President and Provost by the 20th class day.

If the dean believes a student has been charged the enhancement fees because of a clerical error, the registrar should be called. If correction results, the process above is not required.
